Pursuant to 28 U.S.C. § 636, the Court has reviewed the records on file, including the operative First Amended Complaint filed by Plaintiff Keith Dashiell Humdy ("Plaintiff") against Defendants C. Wilcher, R.N. and K. Donnelly, R.N.
