REPORT AND RECOMMENDATION1

THIS CAUSE is before the Court on Plaintiff's Motion to Proceed In Forma Pauperis (Doc. 2) filed May 3, 2012. A review of the Affidavit of Indigency and the Complaint (Doc. 1) reveals that Plaintiff is a resident of Marion County Florida.
