ORDER ADOPTING MAGISTRATE JUDGE'S REPORT AND RECOMMENDATION
RICARDO H. HINOJOSA, District Judge.
The Court has reviewed the Magistrate Judge's Report and Recommendation regarding Petitioner Miguel Alarcon Romero's cause of action.
