Appellant appeals from the district court's order dismissing his suit that alleged improper behavior by a federal employee in refusing to process a loan application. We have reviewed the record and the district court's opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court.* Bryant v. Copenhaver, No. CA-94-87-A (W.D.Va. Jan. 12, 1995). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.
AFFIRMED
Because the action was instituted in federal court, the district court properly substituted the United States as a Defendant under 28 U.S.C.A. Sec. 2679(d)(1) (West 1994)
