Failure to file written objections to the proposed findings and recommendations in the magistrate judge's report shall bar the party from a de novo determination by the District Court of issues covered in the report and shall bar the party from attacking on appeal factual findings in the report accepted or adopted by the District Court except upon grounds of plain error or manifest injustice.
Consistent with Federal Rule of Civil Procedure 73(b)(2), the parties are reminded of the availability of the undersigned Magistrate Judge to exercise final dispositive authority over part or all of this case by the universal consent of the parties pursuant to 28 U.S.C. § 636(c). The parties may inform the Clerk of Court of their partial or full consent at any time during these proceedings. In the event of only partial consent, a United States District Judge would remain as the presiding judge.
