Judge Bryant recommends that Plaintiff's Motion for a Temporary Restraining Order and Preliminary Injunction (ECF No. 20) be denied. Upon review, the Court adopts Judge Bryant's Report and Recommendation in toto. Accordingly, Plaintiff's Motion for a Temporary Restraining Order and Preliminary Injunction (ECF No. 20) is DENIED.
