By motion dated 26 January 2017, the government moved to dismiss this appeal for lack of jurisdiction, alleging that appellant failed to file a claim with the contracting officer. By letter dated 17 February 2017, appellant informed the Board that the contracting officer's 13 October 2016 decision had been withdrawn, and that appellant wished to withdraw its appeal "without prejudice and with a full reservation of rights."
