Accordingly, we deny a certificate of appealability and dismiss the appeal on the reasoning of the district court. Ussery v. Hill, No. CA-95-22-5-MU (W.D.N.C. Nov. 30, 1995). We deny Appellant's motions for appointment of counsel and for general relief. We dispense with oral argument because the facts and legal contentions are adequate- ly presented in the materials before the court and argument would not aid the decisional process. DISMISSED 2
