Wills appeals from the district court’s order adopting the magistrate judge’s recommendation to dismiss his action seeking compensation for damages to his personal property. We have reviewed the record and the district court’s opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court. See United States v. Wills, No. CA-99-110-3 (E.D. Va. June 16, 1999). We dispense with oral argument because the facts and legal contentions are adequately presented in the ma- terials before the court and argument would not aid the decisional process. AFFIRMED 2
