PER CURIAM:
Douglas Marcello appeals the district court's orders dismissing his complaint against the Internal Revenue Service for failure to exhaust administrative remedies, upholding the Commissioner's assessment of a trust fund recovery penalty against him, and reducing the assessment to judgment.
