UNITED STATES COURT OF APPEALS
FOR THE FOURTH CIRCUIT
No. 18-2439
MICHAEL STAR,
Plaintiff - Appellant,
v.
MICHAEL CHAPMAN, Sheriff of Loudoun County,
Defendant - Appellee.
Appeal from the United States District Court for the Eastern District of Virginia, at
Alexandria. Liam O’Grady, District Judge. (1:18-cv-01047-LO-IDD)
Submitted: March 27, 2019 Decided: April 16, 2019
Before NIEMEYER and KING, Circuit Judges, and HAMILTON, Senior Circuit Judge.
Affirmed by unpublished per curiam opinion.
Michael Star, Appellant Pro Se. Alexander Francuzenko, COOK CRAIG &
FRANCUZENKO, PLLC, Fairfax, Virginia, for Appellee.
Unpublished opinions are not binding precedent in this circuit.
PER CURIAM:
Michael Star appeals the district court’s order denying relief on his 42 U.S.C.
§ 1983 (2012) complaint. We have reviewed the record and find no reversible error.
Accordingly, we affirm for the reasons stated by the district court. Star v. Chapman, No.
1:18-cv-01047-LO-IDD (E.D. Va. filed Oct. 29, 2018 & entered Oct. 30, 2018). We
dispense with oral argument because the facts and legal contentions are adequately
presented in the materials before this court and argument would not aid the decisional
process.
