R. 47.5, the court has determined that this opinion should not be published and is not precedent except under the limited circumstances set forth in 5TH CIR. R. 47.5.4. convincing ninety-page Memorandum Opinion and Order entered on May 27, 1997, the district court determined that plaintiffs are entitled to no relief because, among other reasons, they have failed to state a claim, or their claims are barred by limitations, or the defendants are entitled to summary judgment.
