The Criminal Justice Standards and Training Commission,
hereinafter referred to as the Commission, files this Administrative
Complaint against the Respondent, Steven A. Hill. The Commission

performance, nonperformance, or violation of any act or omission,
which Steven A. Hill believed to have been, or represented as having
been either within the official discretion of his public duties as a
public servant, in violation of a public duty, or in the performance
of a public duty.
(b) On or about September 19, 2003, the Respondent,

was not authorized by the agency and, in doing so, corruptly
solicited payment for these services.
