ADMINISTRATIVE COMPLAINT
The Criminal Justice Standards and Training Commission,
hereinafter referred to as the Commission, files this Administrative
Complaint against the Respondent, Anita Lee. The Commission seeks to
impose disciplinary action upon the referenced individual based on
the following allegations:
1. Respondent was certified by the Criminal Justice Standards
and Training Commission on May 30, 1995, and was issued Law
Enforcement Certificate Number 152621.
2. (a) On ox before February 27, 2003, the Respondent, Anita
Lee, did then corruptly use or attempt to use her official position
as a law enforcement officer, or any property or resource within her
trust, or did perform her official duties, in such a manner as to
secure a special privilege, benefit, or exemption for herself or
others, to wit utilized official resources to conduct records check
of individual and/or gave results to the individual and/or failed to
arrest the individual on an active felony warrant and/or have the
individual turn herself in to authorities.

(b) On or about February 27, 2003, the Respondent, Anita
Lee, did unlawfully have in her. actual or constructive possession, a
controlled substance, to wit: cocaine.
{¢) On or about May 7, 2003, the Respondent, Anita Lee,
did unlawfully make a false statement, which he or she did not
believe to be true, under oath administered by Investigator Dean
Johnson, in an official proceeding, to wit: an internal affairs
investigation, in regard to a material matter.
{d) On or about February 27, 2003, the Respondent, Anita
Lee, did unlawfully use, ox possess with intent to use, drug
paraphernalia; to wit: pipe commonly used to smoke crack cocaine,
to inject, ingest, inhaled or otherwise introduce into the human body
a controlled substance in violation of Florida Statutes Chapter 893.
3. The actions of the Respondent did violate the provisions
of Section 837.02(1) and/or 893.13(6) and/or $93.147(1) or any lesser
included offenses, Section 943.1395(6) and/or (7), Florida Statutes,
and/or Rule 11B-27.0011(4) (a) and/or (b) and/or (c), Florida
Administrative Code, in that Respondent has failed to maintain the
qualifications established in Section 943.13(7), Florida Statutes,
which require that a Law Enforcement Officer in the State of Florida
have good moral character.
4, This Administrative Complaint is issued pursuant to
Sections 120.60, and 943.1395(6) and/or (7), Florida Statutes. Any
proceedings concerning this Complaint shall be conducted pursuant ta
Sections 120.569 and 120.57, Florida Statutes, and Rules 11B-27,
28-106, and 28-107, Florida Administrative Code. “Mediation is not
available under Section 120.573, Florida Statutes.
WHEREFORE, it is alleged that the Respondent, Anita Lee is
guilty of violating Sections 943.1393(6) and/or (7), and/or

NOW, THEREFORE, the Florida Criminal Justice Standards and
Training Commission hereby complains against Anita Lee and alleges
that an appropriate penalty, as provided in Section 943.1395 (6)
and/or (7), Florida Statutes, should be imposed for the reasons set
forth above and in accordance with the Election of Rights form (to
which is attached an Explanation of Rights form) attached hereto and
incorporated herein.
