Beall, Respondent, / ADMINISTRATIVE COMPLAINT The Criminal Justice Standards and Training Commission, hereinafter referred to as the Commission, files this Administrative Complaint against the Respondent, Carl W. Beall. The Commission seeks to impose disciplinary action upon the referenced individual based on the following allegations: 1. Respondent was certified by the Criminal Justice Standards and Training Commission on December 20, 1989 and was issued Correctional Certificate Number 97957: and on December 14, 1990 and was issued Correctional Probation Certificate Number 97956: and on July 1, 1996 and was issued Instructor Certificate 215889. 2. On or about January 1, 2002 and March 10, 2005, the Respondent, Carl W, Beall, did unlawfully and knowingly make a false statement in writing with the intent to mislead Melissa Hinson and/or officials of the Department of Corrections, a public servant, in the performance of her/their official duty. The actions of the Respondent did violate the provisions of Section 837.06 Florida Statutes or any lesser included offenses, Seeation 943.1395 (6) and/or (7), Florida Statutes, and/or Rules 11B=27.0011(4)b and/or l1B« 20.0012(1) (£), Florida Administrative Code, in that Respondent has failed to maintain the qualifications established in Seation 943.13(7), Florida Statutes, which fequire that a Correctional Probation Officer, Correctional Officer, Instructor in the State of Florida have good moral character and which gives rise to a disciplinary action against Respondent's certification. 4, This Administrative Complaint is issued pursuant to Sections 120.60, 943.12(3) and 943.1398(6) and/or (7), Florida Statutes. Any proceedings concerning this Complaint shall be conducted pursuant to Sections 120.569 and 120.57, Florida Statutes, and Rules 11B-27, 28-106, and 28-107, Florida Administrative Code. Mediation is not available under Section 120.573, Florida Statutes. WHEREFORE, it is alleged that the Respondent, Carl W. Beall is guilty of violating Sections 943.1395(6) and/or (7), and/or 943.13(7), Plorida Statutes, and/or Rules 11B-27.0011(4)b and/or 118-20.0012(1)(f), Florida Administrative Code.
