COMMISSION, Fetitioneér, vs. CASE NO, 22295 Seott Bishop, Respondent . / ADMINISTRATIVE COMPLAINT The Criminal Justice Standards and Training Commission, hereinafter referred to as the Commission, files this Administrative Complaint against the Respondent, Scott Bishop. The Commission seeks to impose disciplinary action upon the referenced individual based on the following allegations: L. Respondent was certified by the Criminal Justice Standards and Training Commission on November 5, 1982, and was issued Law Enforcement Certificate Number 13052. 2. On or about March 19, 2008, the Respondent, Scott Bishop, did then corruptly use or attempt to use his official position as a law enforcement officer, or any property or resource within hig trust, or did perform his official duties n such a manner as to secure a special privilege, benefit, oF exemption for himself or others, to wit! utilized his departmental Mobile Data Computer to obtain personal information regarding Clinton and Blaine Walker for a purpese not related to his official duties. ——e Apr 27 2006 : PR-27-2686 12:58 FLA DEPT OF LAL ENFORCE ° "a0 410 7269 Pa .85 3. The actions of the Respondent did violate the provisions of section 943.1395 (6) and/or (7), Florida Statutes, and/or Rule L1B-27.0011(4)¢, Florida Administrative Code, in that Respondent has failed to maintain the qualifications established in Section 943.13(7), Florida Statutes, which require that a Law Enforcement officer in the State of Florida have good moral character. 4. This Administrative Complaint is issued pursuant to Sections 120,60, and 943.1395(6) and/or (7), Florida Statutes. Any proceedings concerning this Complaint shall be conducted pursuant Aas Sections 120.569 and 120.57, Florida Statutes, and Rules 118-27, 29-106, and 28-107, Florida Administrative Code. Mediation is nat available ‘under Section 120.573, Florida Statutes. WHEREFORE, it is alleged that the Respondent, Scott Bishop is guilty of violating Sections 943.1395(6) and/or (T), and/or 943.13(7), Florida Statutes, and/or Rule 11B-27.0011(4)¢, Florida Administrative Code. NOW, THEREFORE, the Florida Criminal Justide Standards and Training Commission hereby complains against Scott Bishop and alleges that an appropriate penalty, as provided in Section 943.1395(6) and/or (7), Fiorida Statutes, should be imposed for the reasons get forth above and in accordance with the Election of Rights form (to which is attached an Explanation of Rights form) attached hereto and incerporated herein.
