Michael Wells Respondent ADMINISTRATIVE COMPLAINT RONALD BLOCKER, as Superintendent of Schools, for and on behalf of the School Board of Orange County, Florida, (hereinafter referred to as “Petitioner’), files this Administrative Complaint against Michael Wells (hereinafter referred to as “Respondent"). Petitianer seeks the severance of Respondent's professional service contract with Petitioner pursuant to Section 1012.33, Florida Statutes. The Petitioner alleges: 1. The Respondent, at all times material to this Complaint, is employed as a classroom teacher by the Petitioner, the School Board of Orange County, Florida. The Respondent was hired on August 25, 2003, and fs currently a teacher at Westside Tach, 2. The Respondent was issued a professional service contract of employment with the School Board of Orange County, Florida, 3. That on or about December 20, 2006, the Respondent was the subject of an inquiry alleging that he was involved in a relationship with a former student (S.C). The mother of the student cam forward with information that the Respondent and student (S.C.) were currently living together. Student (S.C.) denied an Inappropriate relationship with the Respondent, The Respondent also denied an Inappropriate relationship with student (8.6.). MV.) at Westside Tech disclosed to the guidance counselor that she had a sexual relationship with the Respondent while she was his student. The student was impregnated by the Respondent. 5. That on or about May 23, 2007text messages from the Respondent asking her if she had talked to anyone or said anything about their relationship. 6. That on or about June 6, 2007, the Respondent attended a predetermination meeting and disclosed that he had a sexual relationship with the student (M.M.) which resulted in pregnancy. He stated this relationship took place prior to her being his student although she was a student at Westside Tech. 7. That on June 18, 2007, the student (M.M.) revealed that the Respondent . lied about when their sexual relationship began. She stated the Respondent arid her met while he was her teacher at Westside Tech. 8. Such actions, individually and collectively, by the Respondent are in violation of School Board Policies, misconduct in office, immorality and a Violation of the Code of Ethics and the Prinelpals of Professional Conduct of the Education Profession in Florida, Q, Said violations, individually and collactivaly, are sufficient grounds to sever the professional service contract status of Respondent, Michael Wells, and to terminate his ernployment with the School Board of Orange County, Florida.
