ADMINISTRATIVE COMPLAINT
Petitioner, DEPARTMENT OF BUSINESS AND PROFESSIONAL REGULATION,
("Petitioner"), files this Administrative Complaint before the Board of Architecture and Interior
Design against ROBERTO E. PAREDES and ASSOCIATED SPACE DESIGNS, INC.
("Respondents"), and says:
1. Petitioner is the state agency charged with regulating the practice of architecture
pursuant to Section 20.165, Florida Statutes, and Chapters 455 and 481, Florida Statutes.
2. Respondent, Roberto Paredes, is and has been at all times material hereto, a
licensed architect in the State of Florida, having been issued license number AR 11309.
3. Respondents’ address of record is 50 Hurt Plaza, Suite 500, Atlanta, Georgia
30303.
4, Respondent Robert Paredes maintain an office that offers and provides
architectural services at the above address through ASD.
5. ASD’s web site is offering architectural services at the following locations:
a. 1240 East 5" Avenue, Tampa, Florida

b. 1660 Prudential Drive, Suite 105, Jacksonville, Florida
c. 726 NE 72™ Terrace, Miami, Florida
6. ASD at all times material hereto did not hold a valid certificate of authorization to
offer or provide architectural services in the State of Florida. |
7. Respondent, Robert E. Paredes, is the qualifier and architect in responsible
supervisory control of ASD’s three Florida offices.
8. Rule 61G1-23.010(2), Florida Administrative Code, states, “Every office offering
architectural services must have a resident full time architect meeting the requirements of this
rule.”
COUNT I
9. Petitioner hereby realleges and incorporates paragraphs one (1) through eight (8)
as if fully set forth herein.
10. Section 455.227, Florida Statutes, states in pertinent part that violating any
rule adopted by the board or the department constitutes grounds for disciplinary action.
11. Based upon the foregoing, Respondent Robert E. Paredes have violated Section -
455.227, Florida Statutes and Rule 61G1-23.010(2), Florida Administrative Code, by attempting
to act as the architect in responsible supervisory control of more than one office.
COUNT II
12. Petitioner hereby realleges and incorporates paragraphs one (1) through eight (8)
as if fully set forth herein.
13. Section 481.219(2), Florida Statutes, requires a certificate of authorization for a
corporation, partnership, or fictitious name offering architectural services.
14. Based upon the foregoing, the Respondent ASD, has violated Section 481,219(2),
Florida Statutes, by offering architectural services without a certificate of authorization,
WHEREFORE, Petitioner respectfully requests the Board enter an Order imposing one
or more of the following penalties: Imposition of probation, reprimand the licensee, revoke,
suspend, deny the issuance or renewal of the certificate or registration, require financial
restitution to a consumer, impose an administrative fine not to exceed $5,000 per count, require
continuing education, assess costs associated with investigation and prosecution, impose any or
all penalties delineated within Section 455.227(2), Florida Statutes, and/or any other relief that
the Board is authorized to impose pursuant to Chapters 481 and 455, Florida Statutes, and/or the
rules promulgated thereunder.
