The Respondent, Donita Dowdall, is licensed to operate Kids At Play Learning Center Family Day Care-License # FO4DU0230, located at 8158 Spring Lake Road, Jacksonville, Florida, 32210, as a Farnily Day Care Home in compliance with Chapter 402, Florida Statutes (F.S.), and Florida Administrative Code (F.A.C), Rule 68C-20. Violation 3. Ouring an investigation on October 9, 2009, 8 red Licensing Counselor daterminad that: As a mandated reported, the Operator Donita Dowdell failed to report child abuse in a timely manner, Child (J.F.), reported to Ms. Dowdell on October 7, 2008, that she had been inappropriately touched by har mother's former paramour. Ms. Dowdall, did not report this to the abuse registry uniil October 8, 2009. 4. FAC Rule 68-20.040 (7) (b), states, fallure to parform the duties of a mandatory reporter pursuant to 5. 39.201, F.S. constitutes a vislation of tha standarde in ss. 402.301-319, F.S.
