The facility neglected the appropriate shelter needs of the residents due to significant changes in the weather condition requiring prompt attention. The findings include the following. 9. Based on record review and observations, many of the residents have Limited Mental Health problems and require some form of assistance or supervision with Activities of Daily Living (ADLs). 13. Interview with the Administrator at 11 AM on 1/7/10, revealed it was unknown the facility had central heat on the first floor until this time.
