ADMINISTRATIVE COMPLAINT
The Criminal Justice Standards and Training Commission, hereinafter referred to as the Commission, files this Administrative Complaint against the Respondent, Ted A Jeter. The Commission seeks to impose disciplinary action upon the referenced individual based on the following allegations:
Respondent was certified by the Criminal Justice Standards and Training Commission on January 22, 1993, and was issued Correctional Certificate Number 134272.
(a) On or between July 26, 2011 - August 2, 2011, the Respondent, Ted A. Jeter, did unlawfully and knowingly make a false statement in writing with the intent to mislead Senior Inspector Julie Mader, in the performance of her official duty.
On or between July 26, 201 I - August 2, 2011, the Respondent, Ted A. Jeter, did unlawfully, knowing that a criminal trial, proceeding or investigation by a prosecuting authority, law enforcement agency, grand jury, or legislative committee was pending or about to be institnted, make, present, or use any record, document, or thing, to wit: incident report numbered 11-07-068, knowing it to be false.
On or between July 23, 2011 - July 26, 201 I, the Respondent, Ted A Jeter, did unlawfully, through culpable negligence, expose another to personal injury, to wit: Jimmie Barge, by not notifying Regional Medical personnel of incidents of staff neglect and poor medical treatment once reported.
The actions r· ie Respondent did violate the provisio.,. ,f Section 837.06; 918.13; 784.05(1) or any lesser included offenses, Section 943.1395(7), Florida Statutes and Rule 1 IB- 27.0011(4)(b); (a); (b), Florida Administrative Code, in that Respondent has failed to maintain the qualifications established in Section 943.13(7), Florida Statutes, which require that a Correctional officer in the State of Florida have good moral character.
This Administrative Complaint is issued pursuant to Sections 120.60 and 943,1395(7), Florida Statutes and Rule l lB-27.004(4), Florida Administrative Code. Any proceedings concerning this Complaint shall be conducted pursuant to Sections 120.569 and 120.57, Florida Statutes, and Chapters 1IB-27, 28-106, and 28-107, Florida Administrative Code. Mediation is not available under Section 120.573, Florida Statutes.
WHEREFORE, it is alleged that the Respondent, Ted A. Jeter is guilty of violating Sections 943.1395(7) and 943.13(7), Florida Statutes and Rule 11B-27.0011(4)(b); (a); (b), Florida Administrative Code.
NOW, THEREFORE, the Florida Criminal Justice Standards and Training Commission hereby complains against Ted A. Jeter and alleges that an appropriate penalty, as provided in Section 943.1395(7), Florida Statutes, should be imposed for the reasons set forth above and in accordance with the Election of Rights form (to which is attached an Explanation of Rights form) attached hereto and incorporated herein.
