ADMINISTRATIVE COMPLAINT Department of Business and Professional Regulation (Petitioner) files this Administrative Complaint before the Electrical Contractors’ Licensing Board, against Gregory Leonov d/b/a L&éL Enterprises SW Fla., Inc. (Respondent), and says: 1. Petitioner is the state agency charged with regulating the practice of electrical contracting pursuant to section 20.165, Florida Statutes, and chapters 455 and 489, Part II, Florida Statutes. 2. At all times material to this Complaint, Respondent was licensed to practice electrical contracting in the State of Florida, having been issued license number ES 0000345. 3. At all times material to this complaint, Respondent was the primary qualifier for L&L Enterprises SW Fla., Inc. 4. Respondent’s address of record is 913 Southeast 15th Avenue, Cape Coral, Florida 33990. Collier County charged Respondent with a violation of Collier County Ordinance 90-105, alleging that he allowed four permits to expire without obtaining the required inspections. 6. On or about January 18, 2012, the Collier County Contractors Licensing Board held an administrative hearing regarding Respondent’s violations. 7. The Collier County Contractors Licensing Board found that Ordinance 90-105 had been violated, and issued an order revoking Respondent’s permit pulling privileges in Collier County. Conclusions of Law 8. Section 489.533(1)(n), Florida Statutes, subjects a “ licensee to discipline for [bleing disciplined by any municipality or county for an act that is a violation of this section.” 9. Section 489.533(1)(r), Florida Statutes, subjects a “ licensee to discipline for [p]roceeding on any job without obtaining applicable local building department permits and inspections.” 10. Based upon the foregoing, Respondent violated Section 489.533(1) (n), Florida Statutes, when the Collier County Contractors Licensing Board issued a final order finding that Respondent failed to obtain required inspections, which is also Document in Unnamed a violation of Section 489.533(1)(r), Florida Statutes, and revoked Respondent’s permitting privileges in Collier County. WHEREFORE, Petitioner respectfully requests the Electrical Contractors’ Licensing Board enter an Order imposing one or more of the following penalties: place on probation, reprimand the licensee, revoke, suspend, deny the issuance or renewal of the certificate or registration, require correction, impose an administrative fine not to exceed $10,000 per violation, require continuing education, assess costs associated with investigation and prosecution, impose any or all penalties delineated within chapters 455 and 489 Part II, Florida Statutes, and/or any other relief that the Board is authorized to impose pursuant to chapters 489 and 455, Florida Statutes, and/or the rules promulgated thereunder.
