Respondent is, and has been at all times material hereto, the holder of a valid license/permit, issued in the State of Florida, by the Division of Alcoholic Beverages and Tobacco. On or about April 1, 2013, you, the aforementioned licensee, holding a license under the ‘Beverage Law, or your agent(s), officer(s),. servant(s), or employee(s), to wit: Bassam Abu-Diab and Matthew Abu-Diab, did unlawfully on your licensed premises or elsewhere while in the scope of employment, illegally traffic in U.S.D.A, Food Coupons / EBT benefits, in a manner not authorized by Federal Law, to wit: paying EBT cardholders in cash for overcharged transactions and/or use of their EBT card so as to purchase merchandise for the licensed premises and/or items for personal use, this act being contrary to and in violation of section 414.39(3)(a), Florida Statutes, within 561.29(1)(a), Florida Statutes. 2. On or about December 10, 2012, you, the aforementioned licensee, holding a license under the Beverage Law, or your agent(s), officer(s), servant(s), or employee(s), did unlawfully on your licensed premises, allow or permit a person, to wit: Bassam Abu-Diab to traffic in or endeavor to traffic in property that was known or should have been known to be stolen, this act being contrary to and in violation of section 812.019(1),Florida Statutes, within 561.29(1)(a), Florida Statutes. 3.
