Summary: In October, 1941, the grand jury for Hillsborough County filed a report in the Circuit Court in which it made findings of fact and recommended to the Governor that Hardy C. It is my opinion that the case is not properly before this Court but a majority of the Court having a contrary view I concur in the opinion of Mr. Justice TERRELL.
