ORDER, JUDGMENT and DECREE of the court that:
1. The Recommendation of the Magistrate Judge is ADOPTED.
2. Touchstone's Rule 60 motion (Doc. #194) and his § 2255 motions (Doc. #194 & #228) are DENIED and this case is DISMISSED, as Touchstone has failed to obtain the requisite order from the Eleventh Circuit Court of appeals authorizing this court to consider a successive § 2255 motion.
