ORDER ADOPTING MAGISTRATE JUDGE'S PROPOSED FINDINGS AND RECOMMENDED DISPOSITION

The Magistrate Judge filed her Proposed Findings and Recommended Disposition on March 6, 2019 (Doc. 26). IT IS HEREBY ORDERED AS FOLLOWS:
