ORDER ADOPTING MAGISTRATE JUDGE' S MEMORANDUM AND RECOMMENDATION
SIM LAKE, District Judge.
Having reviewed the Magistrate Judgefs Memorandum and Recommendation2 the court is of the opinion that said Memorandum and Recommendation should be adopted by this court.
