Petitioner presented the oral testimony of Richard M. Dow and Sidney Hirsch, and had five exhibits admitted in evidence. Respondent presented the testimony of Jean Hambrick and testified in his own behalf. He had nine out of ten exhibits admitted in evidence. Petitioner announced at formal hearing that a transcript would be filed and later decided not to do so. Petitioner also has not filed any post-hearing proposals.
