The issue in this case is whether the Southwest Florida Water Management District (SWFWMD) should grant Individual Environmental Resource Permit (ERP) Application No. 4316067.00 for approval of a proposed surface water management system (SWMS) for a planned road improvement project.Surface water management system permit application was opposed after Water Management District`s intent to grant. Applicant proved all permitting criteria were met. Unreasonable to require existing fill to be replaced by a bridge.
