This issues to be resolved in this proceeding concern whether the doctoral program in psychology at the Fielding Institute, headquartered in Santa Barbara, California met the requirement of Rule 21U-11.006(1)(b)5., 7., 9., and 10B., Florida Administrative Code during the period 1981 through 1986 when the Petitioner was enrolled in and completed that program and consequently whether the Petitioner meets the standards for application for licensure by examination as a graduate of that program.Psychiatrist Doctoral Program not shown to be comparable to accredited program because no proof that program met on campus residency rule/ no continuous access to faculty.
