The issue for consideration herein is whether Sarasota County Utilities should be issued a consumptive use permit to draw water from the 14 wells in issue here located in Sarasota County.Once applicant establishes entitlement to permit protestant must show he has not given reasonable assurances approval will not harm public interest.
