The issue is whether Respondent is liable for a penalty of $44,794.51 for the alleged failure to maintain workers' compensation insurance for two employees in violation of Chapter 440, Florida Statutes (2008).1The evidence is less than clear and convincing that two unlisted workers were not covered by workers' compensation insurance.
