THIS CAUSE came on before the undersigned Treasurer of the State of Florida, acting in his capacity as Insurance Commissioner, for consideration and final agency action. On December 27, 1990, an Administrative Complaint was filed charging the Respondent/Petitioner with various violations of the Insurance Code.
