The issue for determination at the formal hearing was whether Respondent failed to maintain good moral character by unlawfully and knowingly possessing cocaine and introducing cocaine into his body in violation of Subsections 943.13(7) and 943.1395(5), (6), Florida Statutes. 1/Officer who tested positive for cocaine not guilty of moral turpitude where expert testified that low test levels could result form unintended use.
