The issue is whether a change on the Land Use Plan (LUP) map of Respondent, Miami-Dade County (County), adopted by Ordinance No. 09-28 on May 6, 2009, is in compliance. Map change was not supported by a needs analysis or by adequate data and analysis; there was no assurance that the amendment would provide for affordable elderly housing.
