The issues in this case are: Whether Respondent, County of Osceola School Board (the "Board"), discriminated against Petitioner, Valmyr Vilbrun ("Vilbrun"), on the basis of his race (African-American) in violation of the Florida Civil Rights Act; and Whether the Board retaliated against Vilbrun when he filed a discrimination claim.Petitioner could not prove that non-renewal of his annual contract was based on racial discrimination.
