The issue posed herein is whether or not the Respondent's recommendation received by the Superintendent made to the School Board that George H. Steel, Petitioner, be terminated for "gross insubordination and willful neglect of duty", as more particularly set forth hereinafter, should be upheld.Petitioner should be terminated for gross insubordination, for willful neglect of duty, and for failure to follow rules of conduct of school board.
