The issue to be determined in this case is whether Florida Power & Light Company (“FPL”), is entitled to a water use permit issued by the South Florida Water Management District (“District”) to withdraw water for use at FPL’s Turkey Point Power Plant in Miami-Dade County.Petitioner failed to prove that the proposed water use would cause harmful saline water intrusion.
