The issue posed for decision herein is whether or not Respondent failed to fulfill contractual obligations; willfully or deliberately disregarded and violated applicable local building codes and made misleading representations by issuing a warranty which he later refused to honor in violation of Section 489.129(1)(c), (d) and Section 455.277(1)a, Florida Statutes.Respondent failed to finish a job, refused to correct defects in it, and disregarded warranties made to the owner. Recommend suspension of license.
