The primary issue in this case is whether Respondent, a licensed group home operator, violated several statutes and rules governing such homes and their staffs, with most of the alleged offenses occurring, Petitioner charges, in connection with the accidental death of a resident. If Respondent is found guilty of any disciplinable offenses, then it will be necessary to determine the appropriate penalties for such violation(s).Respondent, a licensed group home operator, did not violate several statutes and rules governing such homes and their staffs in connection with the accidental death of a resident or otherwise, contrary to Petitioner's allegations.
