The issue in this case is whether Respondent violated Section 475.25(1)(b), Florida Statutes (1995) (hereinafter, "Florida Statues"), by engaging in dishonest dealing by trick, scheme or device, culpable negligence, or breach of trust in any business transaction.Buyer's agent, who borrowed $2,500 from buyers and failed to repay loan, is guilty of culpable negligence and should have license suspended for three years.
