The issue in this case is whether Petitioner, Monroe County School Board, has “just cause” to terminate the employment of Respondent, Maryeugene E. Dupper, as a teacher for Petitioner.School Board failed to consider Pre-K student performance in decision to terminate Respondent's employment and, therefore, must reinstate her to her position.
