Whether Petitioner, Andrew Anthony Taylor (“Petitioner”), timely filed a petition under the Victims of Wrongful Incarceration Act, chapter 961, Florida Statutes (2016)(“the Act”); and, if so, whether Petitioner demonstrated by clear and convincing evidence, his actual innocence, thereby entitling him to monetary compensation under the Act.Petitioner failed to prove by clear and convincing evidence that he is actually innocent; thus, Petitioner is not eligible for compensation under chapter 961, the Victims of Wrongful Incarceration Compensation Act.
