The issue in this case is whether Leon County's Comprehensive Plan Amendments 2007-1-T-015 ("the Plan Amendments"), which exempt "closed basins" from Lake Jackson Special Development Zone (SDZ) development restrictions, are in compliance as defined by Section 163.3184(1)(b), Florida Statutes.1The data and analysis were not sufficient to support removal of Lake Jackson Special Development Zones in closed basins.
