The issue for consideration in this hearing is whether Respondent's certification as an irrigation system specialty contractor should be disciplined because of the matters alleged in the Administrative Complaint filed herein.Contractor who did not pull required permit and who inproperly connected sprinkler system to city water and did not supervise properly guilty of negligence.
