This is a case in which the Department of Insurance and Treasurer seeks to issue a cease and desist order against the Respondent and seeks to take other disciplinary action against the Respondent on the basis of charges that the Respondent has engaged in unfair or deceptive acts or practices and has violated various specified statutory and rule provisions. The charges all relate to certain television advertisements aired by the Respondent. At the hearing all parties offered exhibits and presented the testimony of witnesses. Following the hearing a transcript of the proceedings was filed, and thereafter all parties filed proposed recommended orders. The parties' proposed recommended orders have been carefully considered during the formulation of this recommended order.
