The issues in these consolidated cases are whether Respondents' foster home license should be revoked as stated in an Amended Administrative Complaint dated October 6, 1999, and whether Mrs. Sampson's request to adopt a child, A.H., should be denied as explained in a letter dated October 6, 1999.Agency sought to revoke a foster home license and deny adoption request based on several reports of injuries of a foster child. The injuries occurred in spite of the care by Respondents, who were extremely competent foster parents.
