The issue is whether Petitioner, the Manatee County School Board (the "School Board"), may terminate Respondent's employment as a non-instructional employee for "just cause" as defined in Section 6.11 of the School Board's Policies and Procedures Manual, based upon the conduct alleged in the Amended Administrative Complaint filed at the Division of Administrative Hearings on June 9, 2009.Petitioner demonstrated that Respondent committed misconduct in office when she stopped a bus for nearly an hour and suspended students from riding. Respondent lacked authority to suspend students.
