The issue before the Florida Land and Water Adjudicatory Commission (FLWAC) in this proceeding is whether to grant the Petition to Establish the Pioneer Community Development District (Petition). The local public hearing was for purposes of gathering information in anticipation of quasi-legislative rulemaking by FLWAC.2Given the construction of "contiguous" as used in the Florida Statute, all factors were met and the community development district should be established, unless the establishment would impede State plans to purchase the property.
