The issue in these consolidated cases is whether either, both or neither of the applications should be approved.Heartland`s certificate of need application should be granted. The correction of an error in Schedules 6, 7 and 8 is not an impermissable amendment. Vitas` application should be dismissed for lack of an audited financial statement of the applicant.
